El Niño is a natural phenomenon that can have profound effects on weather and climate patterns worldwide which can have an intense impact on agricultural productivity. The Municipality of Mansalay has suffered significant destruction, affecting a total of 1,665 hectares of agricultural land, including both rice fields and high-value crops.

In response to this problem, the Department of Agriculture organized an "El Niño Response Activity" to provide financial assistance to help them recover and rebuild their livelihoods with regard to this, the Saklaw Foundation, Inc. provided loans under the SURE Calamity Loan for the farmers affected by El Niño.
